What is a Business

One of my friend was applying for a Visa and we found that there are so many visa consultancies offering the services. I wonder who goes to them for service. But to my dismay they are doing well in their business. I always wonder how do they start these kind of businesses?

My thought process resulted in......... Business is the ability to give solutions to the common needs and problems faced by the public at large. The problems are umpteen in nature and the solutions become number of businesses. A true businessman can only view the problem faced by you as an opportunity to offer the service and start the business. 

This simple principle applies to all the businesses as we see..... There are people waiting for public transportation to reach office and Autos came up to serve the purpose. We have difficulty in finding vacant houses for rent, so the real estate broker business. You have difficulty in keeping your home clean, so the maid. You want to go on a vacation but difficulty in finding transportation, stay, So the travel agents. You have money and have no idea how to invest, So the financial advisors. You want money and have some reliable friends, So the chit fund companies. You heard of share market but do not know how to invest, So the mutual funds. You have money but no safe place to keep, So the bank. There are many websites on the net but do not know how to search for proper information, So the Google.

So what makes a business successful? If somebody offers a solution to your problems, you will definitely take it. But the solution itself should not bother you as does the problem initially. This means, the solution that a business intends to provide should be a reliable and economical one for people to opt for it. As the time progresses people start forgetting their problems and making use of the solutions as if they were on earth since beginning of time. This is the time your business has become successful. Examples include our tooth paste - Colgate. People used to ask for only Colgate at shops as if it was existing since the birth of earth. The other such brands include Lifebuoy, Horlicks, Ariel, Fair&Lovely, Zandubam, Surf, etc.  But as we know once a business becomes a successful model others start emulating it.

So if you can offer a solution to the problem with impeccable reliability and quality, your business name becomes the name of solution like...... Xerox, Google, and Coca cola.

So if you wanna become a business man, look for the problems being faced by public at large.

Please do not uproot corruption

Everyone knows that eliminating corruption from the society allows it to prosper in a natural way by instilling faith in the individual. But this may not be so when the transparency is absent with administrative mechanism. Getting rid of corruption by enacting stringent laws is not the solution rather it is detrimental to the daily life of a common person. Corruption should be allowed to subside in a natural way by bringing transparency in all the public offices and making the public officials responsible in discharging their duties.
I strongly advocate corruption to be allowed for enabling an individual to get his work done from the present system. In the absence of corruption, we can not expect the file to be moved in scheduled time. For people who have no political background, corruption helps them to get the things done in time. So, without corruption what would be the fate of these people? I know people who got their driving license, property registration, new electricity connection, transfer of electricity connection, transfer of name on house tax property book, new municipal water connection, death certificate, birth certificate, marriage certificate, by paying bribes.
I spoke to my neighbor yesterday regarding the change of name on his house tax property book. I have been trying to do the same for last one year but failed to get the thing done. I wonder how did he get the thing done, because he is 70 years old and hardly goes out of his home. When I asked about the procedure, he said he just gave Rs 1700/- to an employee of municipal corporation who indeed did the whole work. Further, he shares with me that 'money can get you anything'. He has a deep rooted belief that the system runs only on corruption and grandiloquent speeches by the demagogues is only a palliative measure before every election. He then shared his experience of how he paid bribe at Tirupati temple, when he visited 10 years back.
I used to believe that society without corruption would progress well and helps an individual to gain faith in the system. But, this is not so. What is required is transparency. This means, when I submit my application at passport office, there should be a time limit before which it should be disposed of. It should be either rejected giving the reasons there of or it should be processed further with in the scheduled time. So if all the public authorities are forced to follow rules like -
1. Each public authority should display the complete procedure for every type of request that an individual can apply at their offices.
2. A receipt should be issued by the concerned authority after taking the application / complaint from the individual. This process should be computerized or privatized to the extent possible.
3. There should be a substantive statute mentioning the time limit for processing (rejecting/accepting) each request.
4. In the absence of processing the request by the time limit prescribed, the concerned officer should be made responsible and the number of such cases in an year should reflect in his yearly appraisal.

All these things should be computerized to the extent possible. The main cause of corruption in our society is ignorance of the individual about how to get the work done from the public authority concerned. So this can be taken care of by displaying a detailed procedure as mentioned in (1). The second main cause is the inaction on the part of the official to process the file. This can be tackled by making it mandatory on the part of the public authority to issue a receipt and make him accountable by imposing the time limit.

The first step toward uprooting the corruption should be introducing and implementing transparency procedures in public offices. These things should be given a chance before framing statutes to punish the bribe takers. In the absence of a transparent mechanism, it is the individual who has to bear the brunt of inaction by the public authority. In the present scenario every body is hopeful that if you have money to bribe an official, you can get the things done. But nobody would like to wait for his/her passport 1 year and still not knowing the exact status of their application.
The argument that poor can not afford to pay the bribe and continue to suffer because of the greedy public officials is true but they too prefer paying bribe to waiting indefinitely. None likes to wait and allow their livelihood being ruined by the inaction of the public authority. This is true for a daily wage laborer, a vegetable vendor, an auto driver, a car mechanic, a shopkeeper, and for every one who struggle to earn a mere livelihood from whatever job that comes by. This is because, they can not afford to visit the public office umpteen times without the work being done, and loosing their livelihood .
 People are ready to pay the bribe and accepted the corrupt system though it is detrimental to the growth of the society as a whole in the long run. Uprooting the corruption by enacting the stringent rules without attempting to treat the causes of corruption would be a palliative measure and leads to anarchy in the society.

SOS Children's Village - A HOME for orphans

Our recent visit to the SOS Children's village, Bheemili, Visakhapatnam gave an idea about an ideal orphanage center. The concept of home and its importance in determining the overall development of the child is being well taken care of at SOS.
SOS has 140 children in the age group of 1 - 18 yrs at this village. They rear them with the help of 'Mothers' present at each home. There are 14 homes inside the village with each unit having a 'Mother' and 10 children. She has to take care of the children and maintain the home as the way we do at our home. Only the financial support is given by the SOS. Mothers are employees of SOS but they are almost permanent employees. SOS selects a person as a 'Mother' only if she has no children of her own and financially poor. Further, training is imparted to them before they take up the job at one of the SOS villages.
This appears to be a simple concept but the impetus lies in the concept of home. The village has a director (Mr Sam) and his supporting staff like accountant, and counselor. We were taken around the village by Mr. Murthy, an energetic person working at the village since its inception in 1996. We were told that they maintain four files for each child present in the village viz - File relating the history of the child before he joins SOS, Educational file, Medical file, and Sponsor's file. We visited a home called 'Asha Jyothi' and spoke to the Mother and some children. We could see the complete home environment - The mother was busy preparing a sweet for celebrating birthday of one of her children with active help from them. They maintain their own small garden and share the daily chores.
The village has a kindergarten with two teachers and we were delighted by the small yet well maintained class rooms with kids enjoying there. The SOS allows kids into their kindergarten from the local poor families also.
Some of the children from the village are pursuing their B.Tech, M.Tech or even MBBS. For them, the identity still rests with the home that they lived as they visit their home during their holidays. We were told that the village takes care of a girl child still she gets married.
The 10 acre campus has a salubrious weather for the children to grow in a home environment. We hardly felt it was an orphanage rather it appeared as a community setup taking care of the disadvantaged and needy children making them feel at home.

Poor retail participation

The Indian government has accelerated the disinvestment process after the formation of the new UPA government. There has been a lot of opposition from the left parties earlier and consensus could not be made on most of the disinvestment decisions in the earlier government. The government also failed to educate the employees (PSUs) or the general public in going for disinvestment and the fine difference between privatization and disinvestment. It was a good start with the NTPC Folllow on Public Offer, though it received a poor response from the market participants.
There were reports in the newspapers saying that the retail participation is poor and the investor did not show any interest in investing in the FPOs like NTPC and REC. It is to be understood that the retail participation itself is not significant in the Indian stock market. Going by figures, for the last 3-4 good issues, which saw a major retail participation like, Man Infra , ARSS Infra, and Infinite computer solutions, it can be shown that there are not more than 1.5 lakh investors in the retail segment of IPO. Further most of the applicants are not the true beneficiaries as it was found by the Wadhwa committee in the IPOs like Suzlon energy, Yes bank, and NTPC. Hence true retail investor participation in the Indian primary market is not significant.
This is a major concern because a true investor invests in the market whereas a trader does the gambling. Further, the hammering of stocks like REC and NMDC before their FPO is a major concern. The need of the hour is that government should probe the matter of fraudulent applications in the retail segment of IPOs and FPOs and try to instill confidence in the true investor.

The big program

Are we independent or dependent in reacting to our environment?
At the outset it may appear to us that we are being controlled by none other than by our mind itself. But who is controlling the mind?
There is no specific answer but a mere observation in most of the cases leads to the fact that we are nothing but a variable in the big program being run by some one.
Do not you think so?
I feel we are getting integrated to the environment in which we live with time and our scope to think outside is becoming limited. Yesterday I was watching a movie and at one point of time there was a scene, which the director wants to show it as a sad one. There was a background music which says that the scene is sad. Eventhough I have been watching the movie for an hour, rather than judging the scene, my mind started interpreting the scene as sad merely based on the background music. This is just an example of how we are being conditioned to respond in this world.
Our behavior is definitely as a function of the environment in which we live. This includes our friends, parents, tv shows, news papers, books etc. So can we predict what a person behaves given all these conditions? Ofcourse this is waht we do always in our daily lives without knowing it.
If we believe that a person's behavior is determined by his Physiological and Psycological parameters, we can definitely model each ones behavior. Those equations may include a variety of variables ranging from temperature, humidity of the environment in which the person operates to his blood pressue, heart beat, motivation, intelligence, attitude, etc. Further, the difficulty is that all these equations are not independent but they are interdependent. This means our behavior definitely depends on our neighbour and his behaviour depends on ours.
This shows that we hardly think what to do in most of the situations rather than givining an output (response) based on the set of inputs.
We are just a solution of these complex equations!

Respect for resources

We do not generally inflict any injury upon us, unless one is mentally retarded or have no knowledge of the consequences that ensue.
But as a surprise we are in the process of making the life more unpleasant for ourselves and to the future generations. The indiscriminate use of resources is the cause of it. There is no big difference between the educated and uneducated when it comes to abuse of resources. At every stage we are contributing to it knowingly or unknowingly. Further, we contend that maximum utilisation of resources is an indication of the growth of the country.
No one respects the resources because we are born to be reactive creatures. Even with the adverse impacts of climate change being estimated by the national and international institutions, we tend to ignore it. I feel we do not act until we become the victims of the problem sooner or later. But this attitude makes the livable life near impossible for our future generations. Proactive stand is the need of the hour.
Make a rational assessment of every act of yours in consuming the resources of the nature. It is not that I am asking you to be more philanthropic but warning you to make sure that your actions do not consume you at later stages.
No doubt that technology is advancing to make the life better but at the cost of difficult sustenance in the future. It is our duty to respect the resources and make effective use of them.

Lalgarh

It is disturbing to see the current events at Lalgarh. At the outset it is certain that the activists has the support of local people. It is the inaction of the left front government in the tribal areas which led to the current situation. After the land reforms there was no major initiative from the state government to include the tribal people in the main stream. Further those are being made scapegoats for the actions of Maoists operating in that area.
The situation has become worse with each group acting on its benefit rather than solving the problem.
The union government's stand initially was not in line with tackling the Maoist activity in other states. The partisan approach of the union was clear at the outset of the violence.
The Trinamool congress was also opportunistic in making use of the situation. It can not be denied that the activists operating in that area has the tacit support of Trinamool. But its new stand, distancing the party from the emerging situation shows the opportunistic politics being played by Shri Mamata Benerjee.
The ruling left front also has its part in making the situation worse. There was no rule of law initially. It is the CPI(M) cadres and the local leaders who were settling majority of the issues.
The need of the hour is a concerted effort including all the above parties to the problem.
A mere prohibition of the organisation does not serve the purpose. It is the well being of the tribal people in that area and proactive stand of the state government in this direction is required.

Who is correct?

Children say parents do not understand and they are wrong. Parents contend that children are not matured enough to decide what is wrong and what is right.
Boss says you are wrong but you feel boss is worthless.
fiancee says she is always correct but fiance says she is always incorrect.
You say you are OK! but friends say you are crazy.
We say police are morally wrong but they say they are in the business of catching hold of immoral people.
Naxalites say the whole administrative system is worng. But the bureaucracy says it is the only workable solution.
Prosecution says defence lawyer is wrong, but the defence says there is no substance with prosecution.
People say government is not doing anything, but government says people are only giving mandate to us to rule.
India says Pakistan is wrong and Pakistan says India is not better.
White says black is unacceptable, whereas blacks say white are wrong.
Muslims say Hindus are wrong, Hindus say Muslims are religious fundamentalists.
Bush says Laden should be punished, but Laden say he has already punished America.
We say recession is dangerous, but economy says our greedy ness and inaction is the cause of it.
But, wife says and you do not say anything!

Power - Position - Responsibility

POWER - Most of us aspire for it through out our lives whether consciously or unconsciously. Why do we need power or for such matter a position better than what we are in at present? Many view it from different perspectives leaving the one for which it is given to a person.
Power is associated with any designation to facilitate the person to discharge the responsibilities associated with it effectively. This power may be discretionary and according to conventions or power that was codified in the law books.
So if your boss offers you a bigger position, why do you go for it? ask yourself?
I feel it should be viewed from the perspective of responsibility. If you feel that you have the requisite credentials to do justice to the bigger post and if you aspire to do work at that level then only you should go for it. In fact promotion at any level is based on this fact only. The base for promoting any employee depends on his work till that point of time and an assumption that he has acquired enough credentials to be promoted.
Unfortunately, at many levels we look at only the power part of the position ignoring the responsibilities associated with it and further our own credentials to be there. To say that I have no credentials to be in that job, requires ruthless introspection. So, what happens if you are in a position which you don't deserve? well, you may try to make use of the position for personal benefits and try to go for even a bigger position. This may sound illogical, but this is what is happening with most of the state and central government employees who enjoy the executive power.

The obsession with so called 'Growth'

The word growth is in news with various adjectives being attached to it, since the start of recent recession. What does this 'Growth' mean? For an economics student it is something like "The quantum change in the value of final goods and services produced in a given period of time" good so far as the definition part of it.... what does this mean to an Indian who earns merely for his sustenance?
An operative part of the growth definition says that the value of goods and services is the income of the economy also. But the growth in the income of everyone is not the same. It is an utopian condition to assume that the growth at every level to be same. But the plight of the poor in our country makes the concept of growth itself as just an economic indicator of the 20% of our population. It is not only the relative poverty but the absolute poverty in this country, which needs a special approach. Our think tank has started using the term called "Inclusive growth", but it still needs to be seen how far the growth becomes inclusive.

World - A big home

How about Pakistan and Bangladesh getting united with India and thereafter, what if Bhutan, Nepal and Srilanka wants to join?
Wait, I am not dreaming but contemplating about this for a long time.
One thing is clear that with Globalisation, the economic boundaries of the countries are no longer there and an integration at higher level is on cards. A good example is the European Union. With its 27 members, it has proved to be a success. Further SCO and ASEAN are the two prominent economic blocks in the east and Gulf Cooperation Council (GCC) in the west asia. In the present globalized world countries are being forced to look for the markets outside to realize a higer growth in shortest possible time. It is clear that the economic factors have lead to the formation of certain economic blocks through out the world. These same blocks are further getting integrated culturally with the free movement of goods and services.
Another kind of integration that is occuring is of millitary alliance. NATO is a good example of it. Although these kind of alliances are because of the fear of attack from a rouge country and the strength required to retaliate in such situation, they are also helping to consolidate the integration of nations.
But there are groups which spoils the party. These are like Taliban, Hamas in Palestine, Hezbollah in Lebanon etc. Finally I feel we are moving towards a big consolidation based on the continent or on the lines of strategic partnerships or economic dependence or fear of an attack by a rouge nation.
Whatever be the reason for integration, the thought of our subcontinent as a single country is exciting. Organisations like BIMSTEC and SAARC are already working in this direction but a more cocerted approach is needed to become our day dream to be real.

Creativity and Work

Yesterday I read an article mentioning the efforts of a person in making eatable spoons and plates, not the disposable ones. He said that, when he was travelling by flight, he was offered snacks along with disposable spoons and plates. But he was reluctant to use them and then got an idea like, why can't we make these as an eatable ones? This idea made him to work for years before finding a suitable mix of the ingredients and finally coming out with a bang of success and opening his own factory in AP.
This article reminds me of a statement, as one of my friend said that "the work that I am doing doesn't allow me to do anything new and think creatively". I feel it is not the work which lacks creativity but it is the attitude of a person towards that work which enables him to think divergently. If your attitude results in an under arousal, you would be complacent and if your attitude results in over arousal, you start thinking convergently. It is the moderate arousal mixed with a right kind of attitude toward the work, which enables a person to be creative.

Governor - Centre's agent?

The action of the Kerala governor in allowing the CBI to prosecute the earlier minister on corrpution charges is unconstitutional. Ofcourse the person in question may be corrupt, but that doesn't empower the governor to act in his discretion. He acted clearly against the suggestion of the council of ministers who gave the advice that CBI should not be allowed in prosecuting Vijayan. Council of ministers based their opinion on the recommendations of the Advocte general and the material submitted by the CBI.
It is well settled and recognized that the Governor can't act in his discretion. He can do nothing without the advice of the council of ministers and can not do anything against the advice of the council of ministers. Ofcourse the circumstances allowing the Governor to act in his discretion are mentioned in the constitution and they are very much limited.
The governor's intensions may be good, but the path choosen by him is not in conformity with the rule of law. These kinds of acts reminds us to the fact that governors are acting merely on the advice of the centre and if the political party at the centre is in opposition at the state level, this use of governor is becoming a tradition.
There should be an end to this practice to uphold our federal setup and constitution at a respectable level in which the centre and state derive their power eaually from the constitution.

Do we need reservation for women in politics?

The introduction of the women's reservation bill in the Rajya Sabha in contrary to Lok Sabha by the last UPA govt shows some sort of determination. Had they introduced the bill in Lok Sabha, with dissolution of the house the bill would have been lapsed. The events show a chnage in the mindset of the major political parties and it is yet to be materialized.
However, do we need reservation for women in politics?
In a country where we say that women are worshiped and the reality depicts contrary to it. It is a country where a girl child is not welcome, even killing of female foetus is not uncommon, keeping girl child at home and sending her brothers to school, dowry deaths, and Sati which was one of the inhuman practices against the women. The causes for many societal problems can be broadely categorized as: 1. Limited resources 2. Psyche of the society.
In case of hardship of the Indian women, it is the mindset of the patriarchal society which is primarily responsible.
It is clear that men and women are not identical in the behavior they perform in an act of surviving in the society. This doesn't mean that women are inferior to men, but it should be interpreted in the light that each have their own strengths and weaknesses.
Now, uplifting the Indian women and empowering them is not the only solution. As many of the state's efforts are aimed at primarily these two aspects, it is not enough to bring an all round change that is being targetted. We should understand that providing reservation is one of the tools in achieving that target.
Now in the political space, it has been proven that at the Panchayat level the participation of women was a success. Although there are cases where a women representative has become the puppet in the hands of her ventriloquist husband. But on a wider perspective it was a success.
The present number of 59 women representatives in the Lok Sabha is the highest sice independence. That means that in all of the fifteen elections that took place to the Lok Sabha, womens representation is a mere 10%. It is a testimony to the Psyche of the political parties in Inida.
We have to only wait and see how the final form of the bill would be as many political parties are opposing the bill in its present form.

Indian Stock Market

The most unpredictable thing even for a well trained mathematician with statistical background!
It is exciting for a new person to be a part of the game where the rules are easy to break and the institution which enforces these rules takes years to punish the guilty.
The first thing many of us see in a stock market is the quick gains. We try our best to time the market initially. Ofcourse at first it appears easy to do but as the time progresses and with the accumulated losse, we seek the help of so called fundamental and technical analysis to time the market. Again, the failure to time the market foces us to look for the luck factors.
But I feel we should understand one thing that we are investing our money in an attempt to make our money work for us and give good returns. But, in reality we are again working on it by carrying tension at every second. Even if a person does all this, he can't avoid losses completely. I am not denying the fact that a stock market should run based on the finacial strength of the listed companies. But, as we know from childhood, things doesn't go as they are described in our text books. There are many extraneous factors which do influence the price movement like the political stablity, geographical unrest, terrorist activities, Big accidents at mining places and so on. But still one may feel that these events can well be related the financial strength of a company and the price movement can be predicted.

Fianlly, what we can't predict is the psyche of the investors. For our estimation based on above facts to be true, others also should follow more or less the same thing. But, here in our country people are not matured enough to take rational decisions, at least in the stock markets. Further, the percentage of retail participation in our stock markets is quite low, which makes it vulnerable to any action by the foreign investors.
Hence I feel, rather than wasting your time and taking the tension, invest your money in a safe bet like housing or gold. May be part of the funds you can invest in mutual funds but do have the long term perspective.
However, if you are not greedy enoguh and have rationality in your thought, you can be in the bourse and make gains.

Sarkari Naukri

At first I was very happy to get a government job, but to be frank, I do not know why I was happy. Later I found that, It is because the people around me, who keep on telling like - government job is the best and secured job.
But, do we need a secured job with no responsiblity, challenges, and power or do we need a job where we can put our aptitute to work? Ofcourse it depends on ones personality and perspective of looking at things.
For making a person work, one or more of these three things should be in place:
If a person doesn't do the work,
1. Punish him by taking away the privileges that he enjoy (moderate punishment)
2. Punish him by demoting (severe punishment)
Or, If a person does the work,
3. Reward him in an appropriate way.

Unfortunately, the options 1 and 2 are not exercised in any government organization effectively. further, option 3 is exercised irrespective of the work. These actions of the public authority infuses apathy in their employees. Whatever arousal (moderate or intese) that the employee carries before joining the job gets faded away. Further he may start thinking that, he is rendering some sort of extra service to the public authority and for which he needs to be rewarded further. Finally, he comes to the office daily, not because any one of the above three actions are in place, but the fear of loosing a month's salary.
I am not exaggerating the facts, it may not be the case in all government offices, but I am sure this is the scene in most of the government offices.

Communal Harmony - A must

Communal Harmony is very much required in a composite culture based country like India. What does that mean to us? In simple terms, it is respecting the ways of living of other communities based on religion or caste without any prejudice. It was thought of as a moral precedent for peace in the society. But in the globalized world of today it becomes a necessity to have communal harmony. Lack of it, affects the development at all levels.
Why do we look at other communities with prejudice?
Its because of the environment in which we have been brough up in general and the insecurity of the communities in particular. Ask yourself that are you a secular person? ofcourse yes.... But think of a person from other religious background or caste and now ask yourself, can I allow him/her to be my business partner, life partner or simply do you give your flat for rent to him/her?
Some of you may well say yes, but with a little bit of discomfort and may not even do so when the situation demands. So, what should we do?
We need to be rational in judging others rather than stereotyped. It is something like this... You might have seen a Christian/Muslim/Hindu doing an act which you feel wrong and happened to see the same act by the same community person next time also. We tend to generalize the action for the whole community and say something like... these people do in this way only.... I know them well........ This kind of generalization may well serve you judge the person in no time but it surely leads to an irrational act or more precisely you are making use of stereotypes.
What can be the long term solution? It appears to me that a change in the environment variable is a must, atleast for the children in the developing stage of their personality. The source can be in the form of parents, peers, or educational system. Further, it is relatively easy to implement it at the school level by teaching the importance of communal harmony.

Fragile relationships

Yesterday I heard a girl saying "thu bhool gaya mujhe.... aaj eek bar bhi call nahi kiya...", ofcourse not to me! This shows how the human relations are becoming in our tech society. It clearly shows that now a days most of us are not interested in knowing much about the persons beliefs, values, actions / behavior or simply attitude, but only interested in how does that person cares about you at that moment. This shows the tendency towards the fragile relationships.
what is the reason? It appears to me that we are becoming more intolerant and engaging in instant gratification. Critical thinking is missing.
Isn't it that, in this competetive world, running for success in professional life, is the one which is making us intolerant and looking at everything from the perspective of greed? I am fortunate to meet some intellectual persons, but it was surprising to see their failures because of their personality.
whatever be the reason, there is a strong need for value based education in our country.

The present election of Shri. Meira Kumar to the post of Lok Sabha speaker is significant in three ways.
1. She is the first woman speaker in the history of our Lok Sabha
2. She is the second only person from the Dalit category after Balayogi to assume the post
3. Since the 11th Lok Sabha, the Prime Minister and Speaker are not from the same political party, though they belonged to the same coalition.
She has the requisite credentials to be in the speaker's post but her unequivocal stand is yet to be seen. It is a theoritical construct that speaker should be impartial and work towards the fuifilment of ideals which make the parliamentary form of government a success.
We hope that she is going to discharge her duties without any undue advantage to the ruling coalition.
